Another Special Enrollment Period in 2015

CMS (Center for Medicare and Medicaid Services), who controls enrollment periods for states which use the FFM (Federally-Facilitated Marketplaces) enrollments, has just announced that there will be yet another Special Enrollment period in 2015. This includes Nevada.

Their announcement specifies details of when the special enrollment period in 2015 is, and who qualifies for it.

The period will run from March 15, 2015, to April 30, 2015.  That much seems clear.  But who can enroll during this time comes with restrictions.  So who can enroll?  According to the CMS Bulletin, the following are the particulars:

  • Families and Individuals who are not currently enrolled for qualified health coverage through the FFM for 2015;
  • Families and Individuals who did not have qualified health insurance in 2014;
  • They will need to attest that they paid the penalty (Shared Responsibility Payment) when they filed their 2014 tax return;
  • They will also need to attest that they did not become aware of the Shared Responsibility Payment, or did not understand the implications of it, until after the end of Open Enrollment, which ran through 2/15/15, “in connection with preparing their 2014 taxes”.

It appears that those who qualify for this Special Enrollment Period in 2015 for Tax Season will have a health insurance coverage effective date of May 1, 2015, if they enroll between March 15th and April 14th, or an effective date of June 1st if they enroll between April 15th and April 30th.
