As of July 2, 2025, there’s a new commissioner of Nevada Division of Insurance. When previous commissioner Scott Kipper departed, Dr. Kristopher Sanchez, Director of the Department of Business and Industry, appointed Ned Gaines as the new acting commissioner until recruitment for a permanent commissioner can be completed.
Ned Gaines: New Commissioner of Nevada Division of Insurance
As acting commissioner of Nevada Division of Insurance, Ned Gaines is responsible for protecting consumer rights and safeguarding the public interest dealing with the insurance industry. It’s a big job, and it’s important to have the right person in charge.
Ned Gaines comes with years of experience and credentials to ensure Nevada residents get the benefits they deserve from the insurance industry. He has worked in the insurance industry for over 25 years and joined the Nevada Division of Insurance in April 2025 as Chief Deputy Commissioner.
Before his time at the Nevada Division of Insurance, Gaines worked 12 years with the Commissioner of the Washington Office of Insurance in various leadership roles, including Deputy Commissioner of Rates, Forms, and Provider Networks, giving him the experience he needs to work with insurance companies in Nevada.
Gaines also held prior roles with national Property and Casualty insurers as a compliance manager, claims manager, claims adjuster, and insurance agent. He understands the insurance industry from both sides of the table, making him uniquely qualified to serve as the new commissioner of Nevada Division of Insurance.
In addition to his decades-long background in the insurance industry, Gaines also holds a master’s degree in business & management from Excelsior College in Albany, New York. He also holds multiple professional insurance designations and is a member of multiple insurance industry groups, including the Insurance Regulatory Examiners Society and Association of Insurance Compliance Professionals (AICP) — for which he served as the former president of the Northwest Chapter.

The Nevada Division of Insurance is designed to protect Nevada consumers and ensure financial solvency of insurers. It regulates Nevada’s $30 billion insurance industry, overseeing insurance companies, producers, and all related entities, providing consumer protection, education and outreach, and enforcement of insurance laws and regulations.
